The "bugginess" is not from running Windowed - it's from enabling TrueType mode, something which is currently incompatible with movie recording.

It refuses to be designated because the two workshops next to the wall are blocking those tiles from dwarf-access.

Dark green squares on workshops means dwarves can't walk on those tiles. Remove the workshops and the situation will fix itself immediately.

Surprisingly yes. I timed it and it takes 5 steps after turning the power on for both carts to move (both ways). I'm not sure if it would work for the fastest dwarves though, I know they can make an action every 5 steps at least, maybe less.

Is a double-pull (i.e. add 2 "Pull the Lever" jobs at once) slow enough to reliably trigger the memory cell?
