You still need legendary Operators, with out them your hit rate will still suck. Also, one reason the bolts might seem to miss alot could be becasue the dwarf is aiming for a goblin on the side of the hall, and due to the bolts small course changes smashes into the wall, when if the dwarf aimed for the middle it would have not hit the wall.
About half of the siege corps is legendary, to be completely honest I noticed no significant difference in accuracy between masterful and midrange parts.
I've seen many seiges come through this gauntlet.
I am aware that bolt can be retrieved via channels(as used in my practice range, however part of my self challenge is maintaining enough ballista arrows to man the defenses.
