Really it's the best thing I can come up with. My pumps move a lot of water and should have filled that cistern up a long time ago. But after investigating where the water was going (It's not evaporation), it seemed to be going into the green glass "pipe" underground. There's an up-down stairway there that I think is the culprit for sucking my water away.
Or I'm just filling the aquifer back up.

Yeah, that's a funny thing about aquifers, they're a little like rivers in that they act as both infinite suppliers and infinite drainers. No matter how much water you pour in, they keep accepting more.
