The Cistern has 3 sets of floodgates, one at the top, one at the middle, and one at the bottom. The bottom set will allow the cistern to rapidly flood the lower level with water pressure, preventing the water flow from drying out. Once the first level is flooded the middle flood gates will still allow pressurised flooding without them becoming submerged. Once the water meets the middle level then all 3 sets of gates can be opened. The gates will need to be closed occasionally to allow the river to refill to prevent any drying out. - Brown Moses
